The Board of Review will meet for the purpose of hearing and considering assessment appeals in the Mayor’s Conference Room at 45175 W. Ten Mile Road on March 11, 12, and 13, 2024.  All appearances before the Board will be by appointment only.  Any questions should be directed to the Assessing Department at (248) 347-0485.

If you or your representative want to appeal in person, you are strongly encouraged to come into the Assessing Department on or before 5:00 p.m. EST, Friday, March 8, 2024, in order to secure an appointment before the Board of Review.  Appearances before the Board of Review are limited to five (5) minutes.  Petitions are available at the Assessing Department or via this link: Board of Review Petition.  The burden of proof falls on the petitioner to support their estimate of property value.  Please submit five (5) copies of any supporting documentation that you’d like the Board to consider.  
 
No appointments will be given until a petition is received by the Assessing Department.
 
Any representative protesting values on property that is not their own must have written authorization from all property owners they are representing.

Written Appeals

Letters of protest will be accepted on or before 3:00 p.m. EST, Tuesday, March 12, 2024.  Postmarks will not be considered.  When submitting a letter of protest for Board of Review consideration, you must attach a completed petition along with five (5) copies of any supporting evidence.
 
Persons on fixed or limited income may be eligible for a reduction in property taxes due to poverty.  Applications and income limits are available at the Assessing Department or at: Poverty Exemption Application/Information.

Authority of the March Board of Review

The March Board of Review has the authority to review the following types of appeals: current year assessed value or current year poverty exemptions, under MCL 211.7u.

The Board shall review the assessment roll according to facts existing as of Tax Day: December 31 of the immediately preceding year.  Tax day for 2024 values is December 31, 2023.


Beginning on October 19, 2023, - effective immediately per Public Acts 150, 151, and 152 of 2023 – the Board of Review no longer has the authority to grant Disabled Veterans Exemptions.  These exemptions must now be filed with the Assessing Department for approval or denial by the Assessor, for the current calendar year.  

These acts also changed the law so an unremarried surviving spouse can now relocate within Michigan, to a property that was never occupied by the Veteran, and apply for the exemption at that property as long as the Veteran qualified at the time of their death (i.e.: was a Michigan resident, owned a home in Michigan, occupied that home as their principal residence, and met the service/disability requirements – military service, honorable discharge, service-connected disability, and received at least one of the three qualifying VA benefits).

Beginning in 2025, if the Veteran or Surviving Spouse applies for and is approved for the exemption in 2025, they will no longer need to file the exemption annually.  It will carry forward until the Veteran, the Surviving Spouse, or their heirs rescind the Disabled Veterans Exemption upon the claimant either: moving from the home, selling the home, renting out the home, upon passing away, or remarrying* (*surviving spouse only), whichever occurs first.  If any of these events occur, a Request to Rescind Disabled Veterans Exemption form must be filed with the Assessor within 45 days of the event.  

July Board of Review

The July Board of Review meets on the Tuesday following the third Monday in July.  For 2024, the Board will meet July 16 from 9:00 a.m. until Board business is concluded.  The Board will meet on the first floor of the Novi Civic Center at 45175 W. Ten Mile Road, Novi, MI 48375.

December Board of Review

The December Board of Review meets on the Tuesday following the second Monday in December.  For 2024, the Board will meet on December 10, from 9:00 a.m. until Board business is concluded.  The Board will meet on the first floor of the Novi Civic Center at 45175 W. Ten Mile Road, Novi, MI 48375.

Authority of the July and December Boards of Review

The July and December Boards of Review have different authorities than the March Board of Review.  The July and December Boards of Review meet to correct Qualified Errors and to consider appeals related to the Qualified Agricultural Exemptions, Qualified Forest Exemptions, and Poverty Exemptions.

Beginning on July 11, 2022, – effective immediately per Public Act 141 of 2022 – the Board of Review no longer has the authority to grant the Principal Residence Exemption (PRE).  Late-filed PREs and supporting documentation must be filed with the local Assessing Department, for the current calendar year and/or the immediately preceding three (3) calendar years.
