AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
MATTERS FOR COUNCIL ACTION
1. Approval of resolution to authorize Budget Amendment #2022-5

2. Consideration of approval to award engineering design services to AECOM for the Lakeshore Park Tunnel Replacement, in the amount of $39,644.10, and approval to advance purchase a 7-foot by 10-foot concrete tunnel to replace the existing tunnel, in the estimated amount of $70,000.

Adoption of a resolution authorizing approval of a contract with the Michigan Department of Transportation to agree to the rights and obligations associated with the construction of a roundabout at Taft Road and Nine Mile Road and rehabilitation of Taft Road from the southern City limits to 10 Mile Road, with the City of Novi’s estimated responsibility for construction in the amount of $897,266.

4. Approve the recommendation from the Consultant Review Committee to appoint Kapnick Insurance as the City’s authorized broker for property and liability insurance coverage for 2022-23 in the amount of $464,474.15.

Approval to proceed with the Meadowbrook Senior Center Shingle Replacement including approval of a contract with Rapid Roofing in the amount of $209,995, approval to purchase underlayment materials provided by Garland Industries under the OMNIA purchasing agreement in the amount of $95,233.30, and a $15,000 contingency fund.

C. Approval to accept the residential streets as part of Beacon Hill Meadows and adoption of Act 51 New Street Resolution accepting Hummingdale Circle and Hummingdale Boulevard as public, adding 0.32 miles of roadway to the City's public street system.

D. Approval of recommendation from the Consultant Review Committee to extend the Agreements for Professional Engineering Services for Public Projects to Orchard, Hiltz and McCliment, AECOM – Great Lakes, and Spalding DeDecker for a period of five years, effective December 18, 2022.

E. Approval of recommendation from the Consultant Review Committee to extend the Agreement for Professional Engineering Services for Private Projects to Spalding DeDecker for a period of five years, effective December 18, 2022.

F. Approval to award the Civic Center Irrigation Replacement contract to Michigan Automatic Sprinkler, the lowest qualified bidder, in the amount of $75,854.

G. Approval of the reprogramming of Program Year 2018 Community Development Block Grant (CDBG) in the amount of $8,618.55 and authorize the Mayor to execute all agreements and or contracts which result from the reprogramming.

H. Approval of the proposed Consent Judgment in the matter of City of Novi v RTN Holdings. (Acquisition of Sidewalk Easement) - Oakland County Circuit Court Case No. 2020-184518-CC, the Honorable Phyllis McMillen.
