AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 5 p.m. five days before the meeting and the materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS (See items A-R) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
MATTERS FOR COUNCIL ACTION
1. Approval of the Parks, Recreation & Cultural Services Department donation acknowledgment and acceptance of the naming rights with ITC Holdings Corp. for a five (5) year period from 2014 through 2018 in the amount of $250,000 payable in equal installments of $50,000 per year, subject to final review and approval of any minor, nonsubstantive revisions by the City Manager and City Attorney offices.

2. Approval to award a construction contract for the 2014 Neighborhood Road Program--Contract 1 (Asphalt) to Pavex Corporation, the low bidder, in the amount of $1,166,945, subject to final review and approval of form of agreement by the City Manager's office and City Attorney.

3. Approval to award a construction contract for the 2014 Neighborhood Road Program – Contract 2 (Concrete) to Fiore Enterprises, LLC, the low bidder, in the amount of $661,859.

4. Approval of resolution to authorize Budget Amendment #2014-4.

Approval to award Agreements for Geotechnical Engineering Services for Public Projects to Soil & Materials Engineers and Testing and Engineering Consultants for a period of three years with the option of two one-year extensions, as recommended by the Consultant Review Committee, with an effective date of June 16, 2014.

C. Approval to award geotechnical services to Soil and Materials Engineers, Inc. for the Metro Connector Pathway project in the amount of $15,075.

D. Approval to award geotechnical services to Soil and Materials Engineers, Inc. for the 11 Mile Road Reconstruction project in the amount of $18,820.

E. Acceptance of a warranty deed from Pulte Land Company, LLC for the master planned 60-foot right-of-way along the west side of Wixom Road (Parcel 22-18-200-003 and parcel 22-18-200-025) and the master planned 43-foot right-of-way along the south side of Twelve Mile Road (Parcel 20-18-200-002) as part of the Berkshire Pointe residential development.

F. Approval of Resolution to close Ten Mile Road from Novi Civic Center to Taft Road and Taft Road to Nine Mile from 11:30 am to 1:30 pm for the International Society for Krishna Consciousness (ISKCON) of Detroit’s Festival of Chariots Parade on Saturday, July 19, 2014.Â

G. Approval to purchase Courts and Law Enforcement Management Information System (CLEMIS) and Fire Records Management System (FRMS) fees and services from Oakland County for the 2014-15 fiscal year in the amount of $62,450.

H. Approval of Proposed Water & Sewer Rate Resolutions for 2014-2015.

I. Approval of the concession stand food services contract for Lakeshore Park to Guernsey Farms Dairy, 21300 Novi Road, Northville, MI 48167.

J. Approval of the final payment to Nagle Paving Company for the Police Station West Parking Lot rehabilitation project in the amount of $2,424.71.

K. Approval of a request from Interphase Land Development for a variance from the following ordinance sections for the Casa Loma residential development: 1) Section 11-68(a)(1) requiring a minimum of two points of connection for a water main that exceeds 800 feet from a looped source, and 2) Section 11-194(a)(7) regarding the configuration of the proposed cul-de-sac.

L. Approval to award an amendment to the engineering services agreement with Spalding DeDecker Associates for construction engineering services related to the 2014 Neighborhood Road Program--Contract 1 (Asphalt) project in the amount of $61,174.

M. Approval to award an amendment to the engineering services agreement with Spalding DeDecker Associates for construction engineering services related to the 2014 Neighborhood Road Program--Contract 2 (Concrete) project in the amount of $58,474.

N. Approval to award an engineering services agreement with Orchard, Hiltz & McCliment for design engineering services related to the Catherine Industrial Road Reconstruction Project in the amount of $12,242.

O. Approval to award an engineering services agreement with Orchard, Hiltz & McCliment for the design of a neighborhood connector pathway between East LeBost Drive and Village Wood Road, in the amount of $13,176.

P. Approval of a request from Shastco, LLC for a variance from Chapter 5, Section 2.2.4 (B)(7) of the Engineering Design Manual to allow the construction of a permanent storm water pump station to service a limited amount of drainage in the immediate area of the truck dock/service area of 22285 Roethel Drive, subject to the applicant meeting all requirements of said section of the Engineering Design Manual.Â

Q. Approval to temporarily raise the load limits on Beck Road south of Ten Mile Road from 13,000 pounds per axle to 16,000 pounds per axle for the duration of the Road Commission for Oakland County’s Eight Mile Road (Taft to Beck) project.
