AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 5 p.m. five days before the meeting and the materials cannot be changed before the meeting.
 
CONSENT AGENDA REMOVALS AND APPROVALS (See items A-H) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda. 
 
MATTERS FOR COUNCIL ACTION

1.         Consideration to introduce Ordinance 16-99.17, in order to amend the City of Novi Code of Ordinances, at Chapter 15, Fire Prevention and Protection, Article 2, Fire Prevention Code, Section 15-17, Amendments, Subsection 307, Open Burning and Recreational Fire, in order to add a provision relating to prescribed burns.  FIRST READING

2.         Approval to purchase a Ford E450 Camera Utility Van with a 16-foot box and equipped with IBAK pipeline inspection equipment, through the HGACBuy Cooperative Purchasing Program, in the amount of $193,999.

3.         Approval of budget amendment to transfer $2.1 million of the projected General Fund net revenues over expenditures from fiscal year ended June 30, 2016 to a new CIP Fund along with an additional transfer of $1 million from the General Fund to the CIP Fund for fiscal year ending June 30, 2017.
