AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 5 p.m. five days before the meeting and the materials cannot be changed before the meeting.
 
CONSENT AGENDA REMOVALS AND APPROVALS (See items A-I) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.

MATTERS FOR COUNCIL ACTION

1. Consideration of requests relating to the transfer of a liquor license from Hamakatsu Corporation to Riki Sushi Japanese Restaurant, an existing business located at 42165 W. 14 Mile Road, Novi, MI 48377:
    A) Consideration of a request for Special Land Use approval for service of alcoholic beverages.
    B) Consideration of request to transfer ownership of escrowed 2014 Class C License with Sunday Sales Permit (PM).

E. Approval to award contract to BlueWater Technologies in the amount of $31,163.34 through the U.S. General Services Administration (GSA) contract for the upgrade to the Emergency Operation Center within Fire Station #4.

F. Approval of Zoning Ordinance Text Amendment 18.274 to amend the City of Novi Zoning Ordinance at Article 4, Use Standards, Section 4.82, Residential Dwellings in order to reconcile the standards for multiple-family uses for mixed use developments and non-mixed use developments.  SECOND READING

G. Approval to award a construction contract for the Fire Station #3 Parking Lot Improvements project to Nagle Paving Company, the low bidder, in the amount of $92,010, subject to final review and approval of form of agreement by City Manager’s office and the City Attorney, and approval of an additional appropriation in the amount of $32,100 for this budget line item.

H. Approval to award an amendment to the engineering services agreement with Orchard, Hiltz & McCliment for construction engineering services for the Fire Station #3 Parking Lot Improvements project in the amount of $13,761.
