Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 5 p.m. five days before the meeting and the materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS (See items A-L) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
MATTERS FOR COUNCIL ACTION
1. Consideration to introduce Ordinance No. 17-187.01, an Ordinance to amend the City of Novi Code of Ordinances, at Chapter 26, “Peddlers, Solicitors, Commercial Handbills,” Section 26.1, “Definitions,” Section 26.3, “Non-Commercial Solicitation Permits,” and Section 26.10, “Hours of Operation” in order to conform existing regulations relating to charitable solicitation in rights-of-way to state law. B. Approval of recommendation from the Consultant Review Committee to award a contract for Labor Relations and Employment Law to Shifman Law for a two-year contract with two one-year renewal options, and adoption of associated fees and charges, effective January 1, 2018.

C. Approval of request for Fireworks Display Permit by City of Novi Parks, Recreation and Cultural Services, to be operated by ACE Pyro, on Friday, December 1, 2017 for the community event, Light Up The Night, subject to final approval as to form by City Manager and City Attorney.

D. Acceptance of a sidewalk easement for 45265 Gateway Road as part of the Pontiac Trail Sidewalk project (Parcel 50-22-03-101-006).

E. Approval to award an amendment to the engineering services agreement with Spalding DeDecker for design engineering services associated with the Ingersol Creek Streambank Stabilization project (Ten Mile Road to Willowbrook Drive) in the amount of $34,608.00.

F. Approval of Traffic Control Orders 17-31, 32, 33, and 34 for ’30 MPH Speed Limit’ Signs and to rescind Traffic Control Orders 17-22 & 17-23 on Dixon Road and Twelve ½ Mile Road.

G. Approval of a Storm Drainage Facility Maintenance Easement Agreement from Doeting Education Company for the Goddard School of Novi project located north of Grand River Avenue, south of Twelve Mile Road and east of Wixom Road (parcel 50-22-17-126-012).

H. Approval of (1) a Resolution Concerning Acquisition and Approving Declaration of Necessity and Taking and authorization of Offer to Purchase; (2) a Declaration of Taking; and, (3) an Agreement of Sale and Offer to Purchase Easements over Real Property in the amount of $19,616.10 for sidewalk easements and temporary grading permits on parcel (50-22-03-101-010) for the construction of new sidewalk along the south side of Pontiac Trail between Beck Road and West Park Drive.

Approval of (1) a Resolution Concerning Acquisition and Approving Declaration of Necessity and Taking and authorization of Offer to Purchase; (2) a Declaration of Taking; and, (3) an Agreement of Sale and Offer to Purchase Easements over Real Property in the amount of $240.39 for sidewalk easements and temporary grading permits on parcel (50-22-04-200-011) for the construction of new sidewalk along the south side of Pontiac Trail between Beck Road and West Park Drive.

Approval of (1) a Resolution Concerning Acquisition and Approving Declaration of Necessity and Taking and authorization of Offer to Purchase; (2) a Declaration of Taking; and, (3) an Agreement of Sale and Offer to Purchase Easements over Real Property in the amount of $31,098.93 for sidewalk easements, temporary grading permits and storm sewer easements on two parcels (50-22-04-100-010 and 50-22-04-100-034) for the construction of new sidewalk along the south side of Pontiac Trail between Beck Road and West Park Drive.

K. Acceptance of a sidewalk easement for 42101 Fountain Park Drive as part of the 2017 Pathways and ADA Compliance project (Parcel 50-22-23-251-020).

L. Approval of a request from Haggerty Novi Owner, LLC for a variance from Chapter 3, Article II, Section 3-16 of the City of Novi Code of Ordinances regarding the transfer of an existing liquor license for the continued operation of the Novi Sheraton, located at 21111 Haggerty Rd, Novi, MI 48375, to allow the applicant to continue operating the existing business under the same liquor license for an additional fourteen (14) days pending the completion of the City’s investigation required pursuant to Section 3-16 of the Code of Ordinances, and subsequent City Council consideration of the transfer application.
