Fall 2020 Park Update
Construction of a 6,200-square-foot building designed for Novi Parks and Novi Library programming, a paved parking lot, new park shelter, library kiosk, restroom access from outside of the building and more were delayed due to the Covid-19 Pandemic and the Stay Home, Stay Safe order. Construction has continued to be impacted by supply chain and labor issues. We anticipate the majority completed in November 2020.
The beach, park shelters, restrooms and playgrounds remain closed until further notice. Access to the trail system will be maintained as much as possible throughout the project. Trail users should park at Pavilion Shore Park, located a quarter-mile east of Lakeshore Park.
Shelter options within the City of Novi include:
- ITC Community Sports Park (Eight Mile/Napier Roads)
- Rotary Park (Nine Mile/Novi Roads)
- Wildlife Woods Park (11 Mile/Wixom Roads)

November 2020
Work on the building and installation of the playground continues. Final curb and gutter work and paving is expected by the end of the month. Landscaping will be placed weather permitting with additional work done in the spring.

Construction was delayed due to the Covid-19 Pandemic and the Stay Home, Stay Safe order. Construction has resumed and we anticipate the majority completed in August 2020.
March 16, 2020
Construction on the building continues. On March 16, the roof trusses were set.
Jan. 16, 2020
Construction on the building continues. All four walls are up. The parking lot, pathways and sidewalk are all stoned in and are ready for asphalt when it becomes available in the spring. The equipment for the north playground has been delivered, but will be installed after the new Shelter 1 is constructed, parking and pathways are paved with asphalt, and the upgrades to the southern bathroom/garage building near Shelter 2 is completed. The library kiosk will then be installed.
Shoreline stabilization work was completed using rip-rap over a textile liner. A handicap-accessible ramp was also installed at the east end of the beach and an emergency vehicle/park maintenance access ramp (no public boat launching) was installed on the west end of the beach.
Dec. 18, 2019
The slab foundation for the building is complete; a glazed block base course is in place on the east side of building. Building construction will continue through the winter.
November 22, 2019
The construction company will soon begin shoreline restoration work at Lakeshore Park and will return to Pavilion Shore when the ground freezes in order to minimize damage to that park.
November 21, 2019
Utility work is complete near South Lake Drive. Crushed stone base material for parking and pathways have been set in preparation for installing asphalt in spring 2020 once the frost laws lift. The foundation for the building is scheduled to be poured in December.
October 31, 2019
The shoreline stabilization projects at Pavilion Shore Park and Lakeshore Park are now in process. We experienced significant delays in receiving the required permits from the Michigan Department of Environment, Great Lakes, and Energy (EGLE, formerly known as the DEQ). Equipment has been staged at Pavilion Shore Park and the work will take approximately 2-3 weeks to complete. Once complete, they will move on to the Lakeshore beach area.
October 10, 2019
Shoreline stabilization work is expected to begin around Oct. 24 at Pavilion Shore Park and will take 1-2 weeks to complete. Once complete, shoreline stabilization work will begin at Lakeshore Park’s beach.

Site utilities work is under way. Preparations have started on the building foundation.

The old camp building/restrooms, northern playground and Shelter 1 were removed.
July 11, 2019
Site clearing has occurred and preparation for grading work has begun.
June 13, 2019
A shoreline stabilization project is scheduled for both Lakeshore and Pavilion Shore Parks. The shoreline will be designed to protect against erosion with these repairs. Included in the park improvements are ADA ramps, concrete slabs under the picnic tables, and an emergency boat launch. The beach is closed for summer 2019 due to the two construction projects.
Construction got underway at Lakeshore Park on Wednesday morning, requiring us to close the park to the public.

At Lakeshore Beach, a shoreline stabilization project is planned to help with erosion in the area.
May 20, 2019
On Monday, May, 20, City Council approved the construction contract for the improvements at Lakeshore Park. Construction will start after Memorial Day, and the project is expected to be completed by the spring. We will also be closing Lakeshore Beach this summer for shoreline stabilization work. Limited access to the mountain bike and hiking trails will be provided.
March 27, 2019
The Planning Commission approved the Lakeshore project unanimously with a directive to City staff to work with the neighboring residents on landscape screening. The project will now go out to bid and return to City Council to award a construction contract.
March 20, 2019
The City of Novi, after Visioning Sessions and feedback from our residents and with the blessing of City Council, is moving forward with plans to upgrade Lakeshore Park. The 6,200-square-foot building was designed for Novi Parks & Novi Public Library programming. It is to be located on the approximate site as the existing building and plans call for an enhanced parking lot, new park shelter and playground. After meeting with Library kiosk vendors, it was best determined to relocate this amenity adjacent to the parking lot, not attached to the building, for ease of access and use. The next step in the process is Planning Commission approval and then returning to City Council after the bid proposals are in to award a construction contract. Once construction begins, Lakeshore Park will be closed for the remainder of the year. Thank you to all of our residents for their input and continued support of our Novi.

October 8, 2018
Novi City Council gave unanimous approval to enter into final design and bid of the construction contract for Lakeshore Park renovations, including an approximately 6,200-square-foot community building, to be located on or in close proximity to the location of the existing building. This is the first step in the process to ready the project for bids and a timeline has yet to be established. No decision has been made on whether or not the park will be closed during construction or the work will be completed in stages. The City is extremely appreciative of all the feedback received and looks forward to an upgraded Lakeshore Park that will best serve all Novi residents.

At the Novi City Council meeting on June 18, 2018, City Council unanimously agreed to postpone a decision regarding the Lakeshore Park Community Building. Council asked City administration for more financial information regarding the building options, alternative building locations within the park, information and costs for adding a second entrance away from South Lake Drive, and research placement of a second building that would accommodate other uses at alternative locations outside of Lakeshore Park. The ultimate goal for City Council is to create a high-quality park that benefits all residents in Novi. The City will continue to utilize cityofnovi.org, e-newsletters and social media to keep residents informed of all updates on the project.

In addition to the information on the images regarding the project, the following were asked and addressed at the meeting on June 11, 2018:
- Where are the external restrooms?
Three external restrooms will be accessed from the north side of the facility in close proximity to the beach access. - Will bike racks be included?
Bike racks are planned to the west of the building near the patio. - Does the building include a kitchen?
The main room will be configured to include a refrigerator and sink. There will be no ovens for food prep. - The parking lot is sized for park usage and is not based on 6200 vs 9200 sq. ft. building.
- The playground will be for children of all ages.

In early December, a meeting was held to hear attendee’s vision for proposed improvements to Lakeshore Park and determine how we can work together to upgrade park amenities to best serve ALL Novi residents. Feedback received at the meeting and throughout the review process was used to make modifications to a pair of proposals which were shared at an Update Meeting on Monday, June 11.

At the Novi City Council meeting on October 9, 2017, City Council unanimously agreed to table the resolution regarding the Lakeshore Park Community Building and revisit the scope of the project, including building and parking lot size. An independent 2014 PRCS Capital Needs Assessment identified Lakeshore Park as a priority, including improvements to the parking lot, construction of a new building designed to accommodate all program requirements, as well as the North Shelter and North Playground replacement. A conceptual plan was presented as part of the needs assessment. In August 2016, City of Novi voters approved a Capital Improvement Millage, which included Lakeshore Park re-development as one of the featured projects.
A new building and park plan was developed based on citizen, PRCS Commission and City Council feedback; and working in conjunction with PRCS and facilities staff, architects, city planners, landscape architect, and public safety personnel. The new building is intended for parks and recreation programs, children’s camps, senior citizen programs, a library presence and to serve as a voting location for two precincts. The parking lot will be paved, the large shelter and front playground will be replaced and the volleyball courts will be moved to the active area of the park, near the soccer field. The overall plan will provide safety improvements for pedestrians and cyclists using the park and make the park more accessible for those with disabilities.
