This Committee is responsible for reviewing administrative recommendations for the budget; retirement and OPEB investment strategy; staff recruiting, retention, turnover, employment trends, and compensation strategy; bonding and/or millage recommendations; and large-scale capital or other programs or projects.  It shall also provide an initial review of the required annual Capital Improvement Plan (CIP) prepared by staff and adopted by the Planning Commission and shall meet at least twice annually with members of the Planning Commission designated by the Commission in order to finalize the CIP for presentation to the Commission.
