As for 2008 and 2009 "Create to Arrival" times, the listed times are averages based upon available data at the time. Some of the calls for service had missing data.

A Priority One Call is any call for service that requires the emergency response of police and/or fire personnel as a result of an immediate threat to human life. The threat may be caused by criminal activity, fire, accident, medical emergency, natural disaster, other health and safety issues not specifically listed.
