SUMMARY CALL TO ORDER The meeting was called to order at or about 7:00 PM. THE RUSHMORE, SP05-41 Consideration of the request of Eudora Adolph for a one-year Final Site Plan extension. The subject property is located in Section 33, south of Nine Mile and east of Beck Road in the R-1, One-Family Residential District. The subject property is approximately 4.59 acres and the Applicant is proposing a six-lot site condominium for single family residential dwellings. 2. BROCKDALE ESTATES, SP06-43 Consideration of the request of Central Real Estate Development Company for a one-year Preliminary Site Plan extension. The subject property is located in Section 3, west of Novi Road between Thirteen Mile and Fourteen Mile in the R-4, One Family Residential District. The subject property is approximately 3.07 acres and the Applicant is proposing a six-unit attached one-family residential development. A motion to approve the April 8, 2009 Consent Agenda. Motion carried 7-0.
PUBLIC HEARINGS 1. ZONING ORDINANCE TEXT AMENDMENT 18.236 Public Hearing on Planning Commission’s recommendation to City Council for an ordinance to amend Ordinance No. 97-18, as amended, the City of Novi Zoning Ordinance Article 34, Amendments to the Ordinance, Section 3402 "Planned Rezoning Overlay" in order to clarify the timeframe and the standards for approval of an extension of a rezoning with Planned Rezoning Overlay. In the matter of Zoning Ordinance Text Amendment 18.236 relating to Section 3402, "Planned Rezoning Overlay," a motion to recommend approval of the Amendment to City Council, which includes Staff’s recommendation [to include a definition for the term "effective date."] Motion carried 7-1 (Yes: Baratta, Greco, Larson, Lynch, Meyer, Pehrson, Prince; No: Cassis). MATTERS FOR CONSIDERATION 1. DELI UNIQUE FAÇADE, SP09-05 Consideration of the request of Crown Plaza for a recommendation to City Council for a Section 9 Façade Waiver. The subject property is located in Section 14, west of Novi Road between I-96 and Twelve Mile in the C, Conference District. The Applicant is proposing to redesign a portion of the existing eastern façade on the Crown Plaza Hotel at 27000 Sheraton Drive to accommodate the proposed Deli Unique restaurant. In the matter of Crown Plaza for Deli Unique, SP09-05, a motion to recommend approval to City Council for a Section 9 Waiver for the overage of cultured stone, the underage of brick and the overage of fabric awnings on the eastern façade, subject to: 1) The Applicant submitting a colored rendering and sample board to show how the proposed awning color will harmonize with existing materials; and 2) The Applicant replacing the landscaping on the eastern side of the existing building per the Landscape Review; for the reasons that the proposed façade is consistent with and will generally enhance the visual quality of the project and because the plan is otherwise in compliance with Article 25 of the Zoning Ordinance and all other applicable provisions of the Ordinance. Motion carried 8-0. 2. NOVI TOWN CENTER FAÇADE UPGRADES, SP09-07 Consideration of the request of Novi Town Investors, LLC, for a recommendation to City Council for a Section 9 Façade Waiver. The subject property is located east of Novi Road, north of Grand River Avenue, in the TC, Town Center District. The Applicant is proposing to redesign a portion of the façades on Buildings A1, C, C1, D, F, G, J and N. In the matter of the Novi Town Center Façade Upgrades, SP09-07, a motion to recommend approval to City Council for a Section 9 Waiver for the underage of brick on building [type] 4, the overage of standing seam metal on building [types] 2, 3, and 4, and the overage of cement plaster on building [types] 1, 2, 3 and 4, and the use of non-copper colored metal roofs in the Town Center District, subject to a Planning Commission Finding that the proposed façade satisfies the conditions listed in Section 1602.9 for the use of materials other than brick and stone in the Town Center District, for the reasons that the proposed façade is consistent with the overall Town Center development and will generally enhance the visual quality of the project, the color selections are carefully coordinated and will harmonize with both new and existing materials, the use of the selected façade materials and material combinations will not detract from the future development of buildings with facades of brick and stone and because the plan is otherwise in compliance with Article 25 and Article 16 of the Zoning Ordinance and all other applicable provisions of the Ordinance.
