SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NOVI

Mayor McLallen called the meeting to order at 8:20 AM

ROLL CALL: Mayor McLallen, Mayor ProTem Crawford, Council Members DeRoche-absent, Kramer, Lorenzo-absent/excused, Mutch-absent, Schmid

PURPOSE OF SPECIAL MEETING:

1. City Manager Replacement Recruitment Process

Mayor McLallen indicated that Mr. Kriewall will be retiring on February 11, 2000 and this meeting is to brainstorm ideas for the hiring of a new City Manager. Mrs. Norman submitted a document on City Management Code of Ethics issued by the International City Management Association for Councils information. Mayor McLallen submitted a document regarding hiring a City Manager she obtained from the Internet and Mr. Klaver submitted the City of Novi Responsibilities and Job description of a City Manager for Council review. Council Members liked the APMM Code of Ethics Mayor from Pennsylvania that Mayor McLallen retrieved from the Internet.

The following is an outline of the brainstorming session.

Mayor Pro Tem Crawford said he would contact the Michigan Municipal League, the City of Troy and Farmington Hills to discuss with them their procedures and ideas for hiring a new City Manager.

A Special Meeting will be requested at the October 18, 1999 City Council meeting for Saturday, October 23, 1999 to discuss a work plan, attributes and process for hiring a City Manager.

Mr. Klaver will invite Joseph Fremont from the Michigan Municipal League to attend the October 23rd Special Meeting.

2. Gateway Ordinance Study – Removed by Planning Department

The Planning Department removed this item. Council Members had scheduled this meeting to discuss this matter and they were disappointed that there could be no discussion on this.
