Pursuant to Section 4 (4) of said Act, a public hearing shall be held for the establishment of an Industrial Development District on Monday, June 19, 2017 at 7:00 pm in the Novi City Council Chambers, located at 45175 Ten Mile Road, Novi, Michigan 48375, during which any property owner within the proposed Industrial Development District, and any resident or taxpayer of the City of Novi may appear and be heard in relation to the consideration of the aforementioned Industrial Development District.

Following the public hearing and approval to establish an Industrial Development District, pursuant to Section 5 (2) of said Act, a hearing shall be held for the issuance of an Industrial Facilities Exemption Certificate, during which any property owner within the Industrial Development District, and any resident or taxpayer of the City of Novi may appear and be heard in relation to the consideration of the aforementioned Industrial Facilities Exemption Certificate.

ORDINANCE NO. 18.283

AN ORDINANCE TO AMEND THE CITY OF NOVI CODE OF ORDINANCES, ORDINANCE 14-271, THE CITY OF NOVI ZONING ORDINANCE, AS AMENDED AT ARTICLE 5.0, “SITE STANDARDS,” SECTION 5.5, “LANDSCAPE STANDARDS: OBSCURING EARTH BERMS AND WALLS, RIGHTS-OF-WAY BUFFERS, AND INTERIOR AND EXTERIOR LANDSCAPE PLANTINGS” IN ORDER TO COMPREHENSIVELY REVISE THE LANDSCAPE PLANTINGS AND BUFFERING REQUIREMENTS OF THE ZONING ORDINANCE.

PUBLIC HEARING NOTICE

PLEASE TAKE NOTICE that by previous resolution adopted following a public hearing, the Novi City Council has determined to proceed with this improvement project, and has specified the properties to be included in the district to be specially assessed for the costs of the project.  On Monday, June 19, 2017 at 7:00 p.m. in the Council Chambers at the Novi City Hall, 45175 Ten Mile Road, Novi, Michigan, the City Council shall meet for the purpose of hearing comments and objections from interested persons regarding the proposed special assessment roll for this project, known as Holmes Road, Hemingway Drive, and Brownstone Drive within the Vistas of Novi Planned Unit Development, Special Assessment District NO. 179.

The proposed improvement is a pavement repair and rehabilitation which is intended to specially benefit the properties described on the roll, the Special Assessment District. The cost for the Project as approved by the Council following the first public hearing has not increased by five (5%) per cent or more.  

A copy of the Special Assessment Roll for this Project is on file at the City Clerk's Offices, 45175 Ten Mile Road, Novi, Michigan, for public examination during normal business hours.  Additional information is also available on the cityofnovi.org homepage under “Novi Today”.  

Appearance and protest at the hearing is required in order to appeal the matters to be considered at the hearing to the State Tax Tribunal.  An owner or party in interest, or his or her agent, may appear in person at the hearing to protest the special assessment, or shall be permitted to file his or her appearance or protest by letter at or before the hearing and his or her personal appearance in such case shall not be required.
